I am working in the field of Radiological Safety. I have gone through the 2005 draft recommendations of ICRP. I am glad to note that the committee has included a dose constraint for occupational workers for emergency conditions. While all the national and international agencies specify the dose limits ro public under radiological emergencies, they are silent about the dose limit to workers under the radiological emergency. But I would like to suggest the committee to consider inclusion of the phrase that "the limit is over and above his radiation exposure he would have received in his normal course of work". Else implmenting this 100 mSv dose will be difficult in practice. For example if a person has received an exposure of say 15 mSv in his regular course of work, the regulation should be clear as to whether he can receive 100 mSv or 85 mSv only. This decision is very important in design of nuclear facilities, especially during ensuring of control room habitability under accident condition.
